dispatch 에 액션을 담아 요청을 보냅니다.
요청을 보내면 거의 동시에 reducer 와 saga 가 실행됩니다.
해당 state 로 값을 변경시켜 줍니다.
(요청을 보낸 시점엔 registerUserLoading 를 true 로 해주었습니다.)
